Some DM's don't have the spine to tell a whinny player to get lost. Some players will insist on playing in the FR as published. I'll be honest though. If they don't deliver a couple of thick FR guides to make up for the nearly unexisting new lore, I'm not buying anything FR-related.

I would make the first 20-40 feet free and then an Athletics check to negate some of the damage beyond that point. I wouldn't bother with an exact formula for the DC though.

With bound accuracy you don't really need minions anymore. You can use hordes of goblins and orcs at higher levels.
