    Yes, in 4e or 3xe, I think it's reasonable to assume that the players know the game. The only exception to this, of course, is with new players learning the game.     Can Warlocks Select Powers from Other Pacts?

    Ah, so my starlock with only 13 Con won't be a cripple? Beautiful. Thank you for your help. EDIT: The only exception to this is at-will powers, correct? The book seems pretty explicit that every Warlock gets eldritch blast, and the pact determines your second at-will.
