    It was the "Thieve's Cant" of Third Edition. Rogue's could use it to give voiced messages with 'hidden meanings' and speak non-sense to any outside listeners not aware of the 'secret Rogue's Language' when they were using it.

    It should not be added directly to the BAB, as other poster's have said, it would make Power Attack WAY too powerful. It should perhaps be added as an Insight bonus to the attack roll (Much like True Strike). It's still a large bonus, but this way it isn't innately abusable.

    There isn't, if you're only using the core 3, aside from Extend Spell. If you are using the 'Complete' series, however, Complete Arcane has the Mindbender PrC which allows for infinate duration charm/suggestion effects.

    Most supernatural and extrodinary abilities bypass damage reduction, and the Rust Monster specifically deals additional damage to Warforged. I'd say yes, it bypasses, personally.

    It's in the Monster Manual. And, any 1HD Humanoid race that has a class substitutes their racial hit die with the class hit die, which is why not all classed characters begin at level 2.

    Because the Stonechild is not a Templace, it is a race. If it were a template you could add on top of an existing character then yes, it would be +4. However, since it possesses its own racial hit dice, you must add those to the level adjustment.

    That's what I had thought as well. The LA adds onto the racial hit dice for the creature to determine the final adjustment. Also, unless your DM is very generous, only one of those racial hit dice is maximized, the other is rolled.
