    The trend I'm thinking they are trying to do is that pure class characters with intended same class paragon path tailored to their pre-defined build is the max personal power a character can ever have. Any deviation from that you must sacrifice things for a nebulous 'versatility' claim.

    Hense the sadly. The enemies get to know the totality of the causality of effects. So they know about the fighter mark and the retribution, and probably if they have feats that make it worse, etc... At least they just stand in the fighter stance that's 1w auto damage, making cc attack oh well...
