    I'm going to vote off the Sorcerer: it steps on Warlock and Wizard schticks and just doesn't seem to have much story beyond "we had them in 3e so here they are." Otherwise I would have voted off the Wizard, the last representative of a role that WotC is yet to properly define.

    Updating Twin Strike to fit the PHB2 design does mean rebalancing it: they made the same mistake with Dual Strike, but since then they've avoided any at-wills that make allow two attacks to be made against the same target. For the obvious reason that it's conspicuously better than other at-wills.

    Taking cover then being pinned could be a player choice though: if you're out in the open and something horrific attacks, you can either choose to stand there and see if you'll survive, or dive for cover and then have to recover morale to get back into action.

    That's true, but I think it would be a bad idea to allow it to go further into powers. IMO the problem with 4e is that the siloing didn't go far enough. A new system of out-of-combat powers could be completely siloed.

    While I'd like non-combat powers I'd think they'd have to be a additional sub-system unconnected with the current powers. Otherwise they'd produce what the designers are trying to avoid, characters crippled by taking non-combat options.
