    Encounter vs At-Will really would make very, very little difference for Cantrips. They're not terribly useful in combat besides some really creative situations. Their main use, in my experience, has been to do some fun, creative role-playing. :)

    Orcus: sounds like a reasonable idea, as long as you're willing to attach the tiles to tape. Moving the tiles around to fill in gaps when you don't have enough might be a bit confusing though. There's nothing wrong with scanning the dungeon tiles or just sketching out the missing spot on paper IMO.
