    I've read most of the thread thus far. From what I get, you'd roll Intimidation against the PCs, tell them the result of the roll and let them act however they wish. Wouldn't it simply be easier to narrate or provide fiction I can work with? "He rolled 5/10/15/20 on his Intimidation roll"...
