I believe Etherscope from Goodman Games is a steampunk type setting. I have not played it, but Goodman Games has a good reputation, so it may be worth checking out.

Having not played 4e, going by the previews and snippets we've seen, it does seem that there are so many changes to the system and the setting that it really feels like a different game to me. I think of it as Hasbro Fantasy Roleplay 1st edition. Thanks.
