OMG! Yes! I hate it when that happens. One of the things that I liked about Basic D&D was how initiative worked. If the players won initiative they first talk about a plan and then execute it. I'm thinking about implementing that in my next 4e game...wonder how players will respond to it.

Don't waste your money on a thick $120 book if you think you're barely going to use it. Other than that, I would recommend checking it out. It's pretty neat.
