Honestly it depends on the NPC. My players only fought monsters at that low a level and that was far less complicated. If you think things are wonky, then check the NPC's AC, damage, and abilities as compared to your PC's.

Excuse the noob, but do you want to introduce them to Pathfinder or 5e? They are not the same thing. If 5e this will get moved ;) if you really mean pathfinder I will have a look back at them.
