I think the book just looks like new builds - probably the essentials-esque builds where you just choose that build as-is and it isn't really meant to be customized. The necromancer sounds like a build for a wizard or warlock, and the hexblade seems to me it could easily be a reskinned swordmage...

my paladin has 18CHA and 10STR. between the at-wills that work as basic melee attacks and the Melee Training feats available, you shouldn't have any problems with basic attacks or OAs. Where I do run into problems however, is my -3 Athletics modifier :(
