    Of course you could add a "kingdom management mini-game" into D&D, Birthright did it. But, RAW D&D doesn't support it. First, I'll clearly state that by roleplay you mean "acting" (e.g. speaking in character). Of course you can roleplay in this way at any level and it adds color to the game...

    In fact the "Epic rules" don't go in that way at all, so if your "epic" games are about kingdom management your aren't really playing D&D anymore.

    That's one of the spot where the balance and the "realism" of some sacred cows come into conflicts. Before 3E classes weren't balanced, the Wizard (at the same level) was more powerful than the Fighter, because well, "realism" says that spells are more powerful than melee fighting ! They tried...

    4E + DI would be a great idea for WoTC because it's hardly possible that they can create a character editor (to replace eTools) online with so many options under 3.5 rules.

    Yeah, I learned it the hard way in my last campaign : Try to get rif of a Invisible, Silent, Wind walked psionic ! (Well it ended when the undead beholder was released)

    Gaseous form / Wind walk becomes really interesting when combined with Invisibility.

    Does C&C uses the same reasoning as D&D 3E to get camera balance (i.e. power balance) or nothing at all like AD&D do ?

    "Power" balance isn't important, "Camera" balance is. Using "power" balance to get the later is what D&D 3E tried, and it works only when combat is the most important part of the game.

    Too much time is spent on ressources management. Also, some mechanisms built for combat (Move silently check for every 30', healing with dice-based effects, etc.) are tedious outside of it.
