Yeah, I have a copy of WFRPG, I just didn't think of it right away. What kind of turned me off of that game is the poor rules layout and it only comes with enough "power cards" for 4 players. Good thought though, I'll give it another read and see if my players are into that.

I think that item rarity should ALWAYS be 100% up to the DM. What WoTC should do is make a sidebar in the new essential dmg (or whatever it is) explaining how one should judge rarity in their game.

I've always felt that the daily use of an item power should come with the item. Kind of like charges in older editions. I personally think that each item's daily ability should be usable once per day. Thats how I'll run magic items from now on, now that the rule has changed... kind of.

I think you may be reading too deeply into this power. I think it does exactly what it says it does 1: knocks the target prone 2: deals damage I'm pretty sure if the intent was to give Combat Advantage, it wouls say in the damage section "+ sneak attack damage".
