And there is an item in the SRD with this ability (sort of) already. the scarrabard of keen edges. From the SRD: Since your sheath works *all* the time I would estimate it to be worth 20K-24K. Probably a level or two afte rthe party has access to keen edge.

Sword & Sorcery's Relics & Rituals 2 had a system for star mages and horoscope influences. IDHTBIFOM but IIRC it was a set of background feats along with some interested "color" to make it sort of half-fluff/half-crunch.
