If you have Acrobat 6 there is an option to optimize the pdf to your settings. If not just refry the pdf by printing to postscript and redistilling.

AFAIK you can use Comic sans in a PDF. If Microsoft didn't want you to use it in PDFs there is a flag that can be set on the font file to prevent it being embedded. Padril
