What you're missing is that actually picking and choosing 70% of your wealth vs. getting random or DM assigned stuff is very, very powerful. I've found that the characters who choose their own stuff are much more powerful.

The whole shocktrooper thing seems irrelevant since it requires paragon multiclassing, and a paragon path, and you can't have both.

Does a scourge count as both a heavy and light blade? It's that + defensive that is so good. Plus the savings on getting two weapons of course.
