So, under 2014 rules, you make the judgment that your PC thinks the ally running past him is an enemy (in order to justify the opportunity attack), and you declare that your PC is casting haste on this "enemy" with the intention of ending it so as to stun them, but then your PC presumably...

That covers the specific case of haste, but that's not the only buffing spell you might want to cast on an ally. There's cure wounds, protection from evil and good, enlarge/reduce, calm emotions, and probably a bunch more that I'm not thinking of at the moment.

If you like "Tomb of Tiberesh," I also recommend "Cat and Mouse," from the same setting. It's pretty clearly based on The Maltese Falcon.

Personally (and I fully expect to be flamed severely chastized for this), I think it's a mistake to put this sort of consideration ahead of what makes most sense for the fiction.
