    I wouldn't necessarily block the PCs from using their powers. But as a DM, I wouldn't block the NPC's powers either... Actually, I hesitate to block spells and PrCs (except those I consider off the limits, which are only a handful spells). So, if the PCs use B-S-T, the NPCs are likely to use it...
