If he is interested in running the game the new DMG is very good for new DMs in my opinion. If he has the core books and is interested in running the game a copy of the "return of the Lazy Dungeon Master".
If he does not have any core books then yes the PHB.
It is an interesting thread, but to be fair to Treantmonk I do not think he was going for maximum damage builds but trying to provide a feel for the space under the new rules and he did a very good job.

It is not a module, if it is mostly a lore dump or there to showcase an NPC, especially if it encourages the DM to fool the players that their characters might have agency and then just pull that agency away to NPCs.
