Hail of thorns has a miss effect also but I do not see as better for a single target upcast than Lighting Arrow. I will admit that situationally with multiple targets Lightening Arrow may be better. Do not think it move the graph much.

I do not think it would make much difference. I think that it would matter much. The Ranger is bonus action constrained and really needs something like a smite or weapon cantrip that can replace or compete with Hunters Mark or something that spike the Hunters Mark damage in a way that scales...
