Not sure where you might have seen it (Basic D&D, perhaps?) -- in 1st edition AD&D, there was a period of rest (4 to 12 hours, depending on max level of spells) where you could sleep OR have light activity (no fighting or exploring), followed by 15 minutes of prep per level of spell regained...

It's not a "rules" or "fiat" issue unless you believe that the rules could be slightly better defined to help DMs understand the implications of this in the light of PvP at their table - and for anyone who doesn't think this is...

The part of that argument "don't dump stat X if you want Y" really doesn't hold water where 5e is concerned. It's not like Pathfinder where the person who is completely unprepared has a +12 difference from the person who optimized, and you could have had a chance to improve your insight check...

Add to this that Wizards have ALWAYS been a problem in captivity ever since 3rd edition. They don't lose uncast spells when knocked unconscious, and even has the spell mastery feat back then, which any wizard who properly prepped took one feat choice of, to have a couple of contingencies...

I think this bears repeating -- if the players want to shift, there's obviously some things they like more, and it bears finding out what those things are specifically. fatdoomguy, unless you have discussed these changes with your players (you don't say in your post), I would run these by them...
