It’s more a backwards compatibility thing.

By averages it doesn’t even assuming all 9 rays hit, and the Dragon was within 15 feet of the caster. Edit oh made a mistake the dragon would fall if it took full damage from all the rays with those spells in position. Unlikely to happen however

This is probably the source for the Lion Lamia from an ancient bestiary. It was said to have the back legs of a goat rather than being entirely lion. If you look at the 1e Lamia it has the goat legs at the back too.
