It's a small difference of +2 AC over the starting stuff, for a build that still has less Initiative, ranged option and defense against AoE damage. Speaking only for my table, it does not seem unbalanced to offer it at a rather low level.

Depends if you are okay with adding thing to their statblocks, like adding psionic casting of some illusions or enchantment spells. Dream, Fear, Enemies Abound, Phantasmal Force, Crown of Madness would all be fun effect to mess with the PCs mind without being super powerful.

Whoa...pause that a second, I must have missed something: topple requires a save? Like, my fighter will be able to make 4 attacks rolls in a turn, then force a save for each hit, then roll for damage, with some advantages in the mix if the save is failed on the first few strikes?
