I think Shadar-kai fit too well into the new cosmology to write them out. Assuming the elemental isn't considered, I would guess the naga. edit - Shadar-kai were apparently mentioned in a recent playtest , also.

I try to imagine characters as closely as I can to how their players imagine them. This usually means option 2, but if it's a new/lazy/uninterested player then I probably have to settle for option 1. I'm lucky enough to have gamed with a few very talented artists, so I definitely enjoy option 5...

I'm going to be doing a lot more house ruling until 4e comes around, certainly, but when the new books come out, it's going to be RAW + implied setting for as long as it takes for me to learn and adapt to the new system.

I was going to post to the same thing. Unfortunately, people love their dice, and I don't think we're going to see this sacred cow die in 4e, as wonderful a simplification as it would be. Just imagine only having to bring two dice to the game to play!
