    I think (at least this is how it works in Canada) it hurts them more if they are a member of the Better Business Bureau and don't uphold the requirements of the Board. I'm not sure what happens to them if they aren't a member. Maybe it hurts their future chances of becoming a member.

    Dragon Magazine and White Dwarf would have been merged as well. Possibly under either Dragon or White Dwarf which would have reflected the amalgam.
