    bolean is correct. You can describe the Heal skill application as "trying to wake them up," but that is the closest you are going to get with the RAW. I think an official somewhere (Sage Advice maybe?) said the same. You need to make the save and that's that.

    Maybe so. I've always thought of those as "class abilities" and not "powers," but I can see the similarities between the two.

    If you are referring to a wizard picking up Wand Mastery it is worth noting that it only grants you the encoutner power as a DAILY, and that any warlock or wizard can get that without having to take the Second Implement feat.

    It's been my experience that most GMs say something to the effect of "Does a 23 hit your AC?" In such a situation, it is easily a powerful utility spell.

    Where is Osama bin Laden? Is he even still alive? *Casts scry and figures out the answer to both the above questions and cashes in on the reward a few days later* Try and convince me that you would not use a Scrying ritual in that, or a similar, situation.

    Um. You can use them in combat. You just need to plan ahead. Despite the long casting times, the durations are often long enough to set up a battlefield of sorts. You should always plan ahead when fighting a dragon anyways if given the chance.

    It's been changed as evidenced by the D&Di Encounter Generator. In that program it is listed as a Level 1 Minion. Actual Errata is probably not far off. ;) I'm not sure about the other monsters you listed, but you can check the generator to see if any others were changed as well. :)
