It is my understanding that if you curse 10 creatures, then zap 10 creatures, you roll a single damage roll against all 10, then roll 10 attack rolls (one each), and then you apply your Curse damage to a SINGLE enemy. Then you are done.
That is...horrible. Your example shows that a challenge meant for the party is only really run byt he guy with the best skill while everyone else is useless. :.-(
I've been yelled at by my players for moving all of my monster into beneficial positions and THEN having them all attack. They argued that it was unfair to them in that they didn't have the same versatility due to differentiating initiatives.

Doesn't the Opportunity Attack text say Ranged ATTACKS provoke opporunity attacks?
If so, than my answer would be no, ranged utility powers do not provoke.

It's easy even when the minions and main threat have the same equipment. Simply describe the minions' equipment as being old, rusty, or subpar in some way, while the real threats' equipment is much newer, well-kept, etc.

No. Allies grant cover against ranged attacks, not cover.
I found the above passage on your site. I just wanted to let you know that I've seen people post CS answers that directly contradict your answer.
I'm having difficulty deciphering Joe's answer. Does the player roll against the enemies' (rolle) Perception checks? Their passive Perception? Or either one depending on GM's discretion?
Each PC gains the following...
...1 magic item of a level equal to their character level minus one.

An 11th-level Doomsayer Warlock can just spend an action point to deal damage to all their cursed enemies anyways.

He would not be able to use the implement unless he got a class ability that allowed him to use implements. However, I do believe he would be able to select the power twice and get it twice per encounter.
The game developers have clarified that a target is aware that they are marked and also know of any condition detials involved with the mark. I don't know if anything official has been said about other abilities, though.
