    'I go to Krumptown and meet Sludge and he's fine and we have a beer' is quite the action declaration, no? It seems to skip over quite a few steps. Wouldn't you normally just start with 'I go to Krumptown?'

    The place that was Krumpton is still there, it's just the town has been burned down, right? So the character travels there and finds the wreckage. Where is Sludge? Did he die, is he hiding, did he escape? That's surely to be established.

    I think the negation is more along the lines of 'this character can't be persuaded to confess'. Logistical things like 'the X is at Y' aren't negations in the same way. I guess you could over-use it, but I don't think anyone is saying the X must teleport to z just because someone is looking for...
