You seen somewhere that the Elemental Evil or Tyranny of Dragons wasn't set on the Forgotten Realms? I most definitely read here that they were. They are the only two adventure paths known at this point and both are tacked onto the Forgotten Realms.

I wouldn't at all be surprised to see them allowed in the next season. Quite simply WotC wants everyone to buy all three books and the Organized Play in the past went though great efforts to allow just about everything at some points.
