    Think of them like HP. Do you decide for yourself when your PC has taken enough sword-smacks to the face, or do you let the rules decide. Of course you go with the latter. It's just the game's way of saying "You have reached your character's limits." Same for San/Fear/Horror.

    That's probably wise. Just treat them like Masterwork equipment. Another tweak though might be to introduce that you need Masterwork tools and a MW Forge to work with MW weapons and armor, or the special various materials available to 4E.

    If you're giving it to the whole group, just give it to the whole group. No need to make them take a feat for it. Feats exist to keep PCs balanced against other members of the group. If everyone has it, then it's already balanced.

    I like keeping them for the same reason I like humans as a race - they aren't specialized, but they're the most widely useful. It's always allowing the tradeoff of Flaming or Luck vs. that dependable +1 damage to everything.
