As a GM I have never had any difficulty telling folks that they can't play gnomes or halflings. If you homebrew, you have to be prepared to tell players no.

You're right about Dungeon, but sadly wrong IMO about Dragon. In 27 years of buying Dragon, very few mechanics appeared that I would allow in my games. The non-crunchy stuff could be excellent at times. Most of the mechanics appearing in the magazine were terrible.
