It is not a matter of Order of Operations... it is a matter of Specific vs General. The Weapons damage die is.... The Weapon's damage die for this attack is... The more specific takes precedence over the more general....

But it works sell with my Polearm Master house rule. The bonus attack (butt strike) is only usable for targets within 5', But... it also means you get an OA if the move from 5' to 10' away.

Two things, Damage like Collosus or Sneak attack is 'worth more' than normal damage, because it is more likely to occur. But that is a fairly minor point. It depends on what you think your target will be. If you want to be more effective against foes with plenty of hit points, or agaisnt foes...
