    The problem I see with your scenario is that it's always the humans who are the "real" bad guys. Sometimes it's nice to have a race where the monsters are the actual monsters. I say leave the Yuan-Ti as they have traditionally been, and maybe make a new race that works in the inverse manner.

    Here's another idea: Teleporting is very draining on the caster. For one hour after the teleport, the caster cannot cast spells. This is not swingy, the teleport is reliable, and useful. At the same time, it's not something wizard likes doing, and you certainly don't want to teleport into danger.
