What abou simply adding the halfdragontemplate to whatever you want, perhaps even demons or devils, even the relgious cult could see them as "daemonic spawn" which in pervert way tries to copy the godly beeings which walk the earth. Btw: Halfdragon-tarrasque,anyone !? :)

By the way: Fireball doesn't ignite fire, by its's spell descritption. It explodes and that's it, normally theres no chance that something ignites(although the DM might want to make difffrences if it comes to lightly inflamable substances).

I always considered it to work only on mundane fires like torches or Alchemists fires (After all it's in the Bards And Rogues Classbook, which dont get Firecombat spells at all, or do they?).

btw. : Did you take in account the Material component of Assasins Senses? I belive either the assasins of your worlds are not worth their money or the caster will not cast this spell at all :)
