Actually, I really didn't know. I don't use psionics when I DM and avoid playing in games in which they appear. But I will try to put your question and Angellis_ater's to Bruce. After all, it wouldn't be the first time a journalist had asked questions on a subject he knew nothing about! :heh:

Only if you're the DM. As a player, your ability to shape the game world is rather limited. So if you want to play in a world without tieflings, you have to find a DM who agrees with you. That might be quite difficult in 4E because, as seems likely, most DMs will handwave the PHB races -...
