Then why do Hecatoncheires get 10 attacks against small, 15 attacks against medium, and 20 attacks against Large creatures in the same action? Its a creature out of the ELH and it has more than the standard 4 attacks a round.

HEL Pit Fiend, your wrong.... Enhance Spell sets the spells Base Damage to the new Cap. For any Damage Dealing spell you have, that deals a number of dice of damage equal to your caster level increases by 10. That is then the Spell Base, so if you Empower it, it will then be 30d6.
