    The GM is there to run 99% of the world, and ideally that should be done in an entertaining fashion. But she has as much a right to be entertained as well.

    The GM shouldn't have to motivate players in a strict West Marches game. The players are supposed to be deciding when to meet and who goes where.

    It's not strictly necessary, but the amount of time the DM spends creating the world before play is proportional to the amount of time it takes to gather information about a location and present it to the players once they get somewhere. Especially if the journey is unexpected.

    I believe that's a sand table. A sandbox as it was originally used is a child's place to play where there toys can be found if they dig.

    I assume there is a cost to acquiring a license - which, unlike the cost for the VTT or D&D Beyond access, you wouldn't be paying if you were DMing for friends - and some prep time that you can't bill for, in addition to you DMing for that period.

    GURPS Traveller is this period as well, with 18 full size books and a handful of shorter titles. But in this timeline there is no rebellion so it's definitely a separate setting.     What is the most detailed setting available?

    The Imperium deserves special mention because you could set a campaign at a great number of times. There is playable setting material for the Interstellar War period, Year 0 of the Imperium, the Golden Age, the Rebellion, the New Era, and the alternate history where the Rebellion didn't happen.
