    I thought that was in relation to exceeding the expected refund amount, not what happens with unclaimed refunds, which I'm guessing is harder to predict, and probably trivial amounts.

    This was my experience too. Most games freely used bits of UA and the others like they used dragon magazine content. Used what they wanted into their game with DM oversight, laughed at other bits for being crap, over powered. or just pointless.

    In second edition, there is Everfull Quiver, (rare, from the priests compendium) and i think 3.5 or pathfinder has Abundant Ammunition. They dont create ammo, but allow you to fire every round without consuming ammo.

    If you are using non weapon proficiency, or some psionics, or generic strength ability checks, then 11 to 13 would sometimes matter.     The price point with randomness made it a non sale for me. Though as I have a lot of mini's already, so it does have to be a decent deal to get my interest.
