Whatever it needs. There are pros and cons of each format, so I would expect good developers to choose a format that they think will suit their game best. I do like to have the option of both digital and paper editions of any game that I'm going to play frequently.

If anyone wants to scratch the GURPS itch, Douglas Cole is currenting running a crowdfunding campaign for Saethor's Bane, a DFRPG conversion of the TFT/OSE solo adventure, Dark Lord's Doom. I've been waiting for some of the TFT material to make the jump to DF. Can't wait to see the final product.
