What I would do: Greataxes are not meant to be thrown (unless they have the throwing ability). Thus, the barbarian takes a -4 Nonproficiency penalty to the throw. Throwing weapons have a range increment of 10 ft, and I would leave that the same for the non-magic variety of any weapon as well...
