Depends on the Magic level of the setting. In a lower magic setting than some elite guardsmen with the best arms & equipment would do the job. In a higher magic setting (especially 3.x) One or two casters might be enough, in 4e this Would certainly still be supplemented with some "mundane"...

I've always seen it as: Make two primary attacks, if both hit make a secondary attack. That would seem less overpowered than the potential 4 attack version. In any event that's how it'll continue to be used in our games.

Don't really get the hate on for the wizards or warlords, possibly voted for primarily by the pro 3e crowd? Warlords in my experience are extremely good (I'm tempted to say best class in the game) and Wizards (especially with their dailies) can reshape an entire battle in a single turn and...

I think taking away the AV weapons would probably be a better solution. Nerfing something for doing what it's supposed to is a bad idea. If the ranger is going through many combats unscathed then it's the DMs fault for poor encounter building/running.
