    The reason is, with the rule as it is now, there is a strong possibility that you will just never get to use your feat. A rule that requires the DM to fake a thing in a story in order for you to even use an ability is a bad rule.

    Granted on the needing to wait argument. This is even more extreme than learning a spell, though. If it actually took 16 days to make a +4 stat thing, no one would ever take the feat, because there would be a very large probability that the feat could never be used.
