This is my view as well. DPR should be lower, probably always. How much lower is debatable, but to use the WoW parlance, Rangers are "hybrids".

I think you could do away with the stats entirely (after rolling them up) by allowing a .5 qualifier that always rounds down. So a 12 is now +1 and a 13 is now +1.5. Stat increases that gave +2 to a stat now give +1 to the stat bonus. Gauntlets of blah now give a minimum bonus instead of a...

Of course you're right - an enemy who lost his eye may well flee. But so would that same enemy when he lost half his hit points. So the remaining difference is an ability to apply a slowed condition, and that sounds like feat/class feature turf to me.

I would rule towards the word 'minor'. If you can churn out gold, diamonds, or other imbalancing things, why is it labeled 'minor'? "The magic simply isn't powerful enough for that" would probably fly at my table.

As above, I can see a charmed skeleton explained as the magic modifying who it sees as allies. Easy peasy. I could see a fatigued skeleton being like those in Planescape Torment - they're falling apart and the magic is having a hard time coping.

It's exactly this problem that would lead me to bar concentration during rest. If you want to regain spell slots, stop concentrating/maintaining a spell.

Intuitively tough skin and armor should stack. Historicly people in full armor took damage from almost any blow. Broken limbs, etc. Unfortunately D&D is not often intuitive.

Can you name any armor with an AC as high as 16 that permits a Dex bonus? Do you not find it a balance issue to introduce an alternative that does permit this?
