A game can present many options that use the framework of a simpler system... for example if the 3e PHB included all the material from the Complete books it would be larger but just as simple.
I understand that OSRIC is an equivalent of 1st edition AD&D and LL is an equivalent of the Basic and Expert Rules, but where does Basic Fantasy RPG come into it?

I'd say one way is to encourage others to use it, which it seems you're already doing by making it CC/public domain. If people can see it has value to other people, they'll value it themselves.

1d20+3=22, 2d8+2=10
and
1d20+3=12, 2d8+2=14
I recommend keeping the old BAB progressions for simplicities sake, and then modifying the feat so that you can never have a BAB greater than your character level. That keeps the spirit of your house rule but avoids keeping track of an excessive amount of feats.
