    Actually, I was surprised to find that all the Item Set fluff is in the CB. When you select one of the Item Sets in the shopping tab, you can see the fluff in the right hand pane. :)

    In my opinion, yes, for a few reasons I elaborated in another thread: The character builder is usually considered a more correct source than the printed books because it incorporates errata. 4e (especially when played with power cards, which are generated by the character builder as default)...

    Right, except that the person with the best disguise using his skills on someone else is a fairly regular occurance (at least as far as disguise checks go), and I certainly have - and would continue to - allow another character (the disguiser) to make a skill check on behalf of another character...

    Seems to me the relevant statistic then is the size of the DDI group compared to the size of the WotC Community. I.e.: ~8000 out of ~174000, or under 5%... that still seems sort of poor to me. That on the other hand may explain the small number. Were some DDI subscribers not automatically...

    Wrong. You're totally taking it out of context. As I said above, that +5 bonus has the cost of a feat (two if you aren't a martial class) plus a healing surge and 50gp every time you want to use it. It also has the hidden cost of not being able to get assistance from the other PCs on the roll...
