    Well I don't really have an opinion on weither DDI is going to be worth 10$ a month (I'll probably decide not to pay it myself). But I can say that if you never subscribe to an online service that sometimes goes down, then you will never subscribe to any online service.

    Their damage is really high, but their hit chance is really low. For reference they have the same chance to hit as a lvl 1 kobold skirmisher. So they are probably balanced over all, but kind of swingy and dangerous to use against a first level party.

    We've been pretty much playing it like that all along in 4e, and the the rogue has been able to sneak attack on about 95% of his attacks. He doesn't do it by hiding, he does it by flanking and other forms of getting combat advantage.

    One thing I will say in defence of walking wounded is that it's a power usable at range that knocks it's target prone. This can be rather important for a melee class to use against fliers.
