I made the same error .. this rule is only ment for specific Scrolls. The Rules for Spell-Scrolls are on page 300.

Spells and therefore Scrolls are not arcane or divine anymore. This distinction comes only from the Spellcaster itself. A scroll of Cure Wounds is cast as a divine Miracly by a Priest but cast as a Arcane Spellcaster from a Bard.

That Ruling makes the Hand-Crossbow advantage useless. Also the only advantage the Hand-Crossbow has to his bigger Cousins is that it is one-handed, which is moot if you need two hands to operate.
