I would probably rule it un-checkable. Since the ruling is unclear i'd rule the way that makes these suck-ass feats a little better. Thats almost 1/3 of all the feats most classes ever get.

I sorta agree. This would be a great feat if a mounted character could use it. Unfortunatlly the wording implies that the HORSE would need to have the feat, not the rider. I'd be willing to bet this is just another problem with editing and development from Mr. "Halfling Outrider-gets-no-BAB"...

Jeez the guy just spent 3 feats man! Thats almost half the feats for most of the available classes! Whoop-do, he goes first half the time, SO WHAT? Much better than Spring Attack? Great Cleave? Or even Deep Impact? I don't think so.

This is EXACTLY why I play with point buy. It doesnt solve all the problems but it helps alot.

The feat is good, but so are alot of other feats. I don't think Spellcasting Prodigy is any more powerfull than Improved Initative. All rogues will likely have Imp Init, but i can't see even a 10th of mages having Spell Prodigy. And Sorcerers, HA!, a Sorcerer going for a PrC is probably...
