Your shouldn't go sideways in fact: Sigil is built so that the buildings on either side have no windows facing "outward".

Yes, the "ability score increase" issue is the same for me...but if it's a no, I fail to see much use for the suffix "of Health": ok for the CON saves, but more HP (albeit temporary) are much more "healthy" ;)
