    I agree, except I would say that the CB should have been a fully functional, robust web app that was completely updated in a timely manner from the beginning. (I still haven't created one successful character with it, due to some feat omissions and problems with power swap feats.)

    I think the distinction is that if a secondary attack needs a to-hit roll, then it would be subject to CC. On the other hand, if a primary attack is followed by splash damage or some other sort of damage that is immediately applied, then that damage wouldn't be subject to CC.

    I completely agree. And the less like the traditional LotR style, the better. Something dark and gritty, more Howard than Tolkien, set in Dark Sun or Eberron would be a terrific next move to both expand the brand and cash on on brand loyalty and nostalgia.
